"This is an outrage!," Migrante International protested, after the House Committee on Overseas Filipino Workers Affairs (COWA) gave its nod to House Bill 387, or "An Act Liberalizing and Accelerating the Processing and Deployment of Overseas Filipino Workers." "Through this bill, the COWA has just given the signal to enshrine overseas Filipino workers (OFWS) as the ‘national milking cow’ of the country, no matter what the costs are," said Migrante chairperson Garry Martinez, according to media reports in Manila. Migrante International is an alliance of Filipino migrant organizations which also has offices in Canada. It says more than 2,000 migrant Filipinos leave the country each day and about one-third of them are unskilled workers. They can be found in 182 countries worldwide. In March 2009, Filipino workers sent home a record $1.75 billion, as demand for overseas labour remained steady despite the global economic crisis, the country’s central bank said. Nearly 10 per cent of the country’s 90 million people work abroad — many as nurses, maids, engineers, construction workers and seamen. Last year, overseas Filipinos sent home $19 billion, or 10.4 per cent of the country’s gross domestic product, fuelling domestic consumption. Markets that have not been severely affected by the crisis also have job needs, while recently signed labour accords are expected to improve job prospects for Filipinos in Canada, Australia, Japan, South Korea and Qatar, the bank said. Migrante International said Filipinos are driven abroad since the government can not provide them work at home. Millions of workers are also being thrown out of their regular jobs as foreign and domestic capitalists resort to contracting out and downsizing, to maintain and generate more profits. The new act will lead to even more abuses committed against our kababayans, more human trafficking cases, more exploitation and more children separated from their parents, warned Martinez of Migrante International. Bill author Rep. Roilo Golez (Parañaque City) said the measure corrects the official policy that the State "does not promote overseas employment." The bill mandates the active promotion of overseas employment to boost national incomes without sacrificing the dignity and fundamental human rights of Filipinos while working abroad.
